UCT Evaluator (Strategic Advisor 1, Human Services) ID - 12411

 Position Description

 

Are you interested in using applied data skills and techniques to support a key mayoral initiative of the city’s homeless response efforts? The Unified Care Team (UCT) is seeking to fill a position responsible for helping to create, and lead UCT data driven processes across multiple departments, including providing decision makers with high quality data-driven analytics and supporting operations staff with relevant business intelligence tools. The UCT brings together more than a dozen city departments and partners for a coordinated, strategic, and data-driven approach to ensuring Seattle’s public spaces, sidewalks, and streets remain open and accessible to all.


The UCT Evaluator will lead UCT data and evaluation strategiesincluding maintaining and creation of performance measures utilizing the Results Based Accountability framework. You will use applied data analytics for program monitoring, evaluation, analytics, business intelligence, visual communication, and the development of actionable insights. This position will also leverage and support various city department staff by facilitating conversations on how to utilize data for process improvement, data storytelling, and actionable insight. 


This position reports to the Unified Care Team Deputy Director and will work closely with data analysts and admins across multiple city departments.

 

Job Responsibilities

 

  • Serve as the key UCT data advisor to UCT Mayors Office Senior Leadership in making recommendations that help shape policies and programs and their short, medium, and long-term impacts 

  • Design, implement, and monitor performance metrics connecting impact across programs across multiple departments.

  • Provide advanced quantitative and qualitative data analysis for actionable insights and direct impact to UCT processes and policies. 

  • Lead data-driven conversations with a variety of stakeholders across various city departments (e.g., directors, managers, data admins, managers, field staff across multiple departments)

  • Provide leadership and training in across various city department managers and data admins in their ability to facilitate data-driven conversations with their departments

  • Oversee and conduct data management, coding, and analysis 

  • Preparing polished deliverables (PowerPoint presentations, written reports, visualizations) that effectively communicate program results and investment impacts to internal and external stakeholders including Mayors Office Executives, City Council, and City Department Directors.

 

Qualifications

 

Minimum Qualifications:

Three years in systems, operational, procedures, research or analysis and a Bachelor's degree in Research and Evaluation, Data Science, Statistics, Public Administration or a related field


OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties


Desired Qualifications:

  • Demonstrated experience in facilitating a diverse group managing to an outcome across a range of stakeholders with varying levels of authority.

  • Demonstrated experience in developing and managing performances measures that connect impact across multiple programs within a framework such as Results Based Accountability.

  • Experience utilizing both quantitative and qualitative data for data storytelling.

  • Experience analyzing large, complex data sets and presenting analytic methods, results, outcomes and recommendations to a variety of audiences, including executive leadership and decision-makers. 

  • Experience creating and maintaining reproducible procedures to connect, filter, clean, and analyze information from multiple disparate data sources.

  • Experience creating dashboards and visualizations for a variety of stakeholders using business intelligence tools such as Tableau and PowerBI.

  • Strong problem solving and interpersonal skills, including the ability to work independently and maintain collaborative relationships as part of teams across multiple departments.

  • Exceptional attention to detail and strong writing skills, including documentation.

  • Ability to apply race and social justice lens to all aspects of work.

 

Additional Information

 

The full salary range for this position is: $50.08 - $75.12 Hourly. This position is posted as open until filled. The first pull of resumes will occur Tuesday, March 25th, 2025. Subsequent pulls will occur every 2 weeks unless a candidate is identified.
