About the position

The Assistant Director of Finance for the City of Manteca plays a crucial role in the management and administration of the Finance Department. Under the general direction of the Director of Finance, this position is responsible for directing, planning, organizing, and administering various program areas within the department. The Assistant Director coordinates division activities and provides complex administrative assistance and support to the Director. Key functions include overseeing budget management, business licenses, purchasing, general accounting, and the administration of the City's debt. This role also involves the collection of City revenues and the investment of idle funds, ensuring effective financial record-keeping within the department. As a member of the Finance Leadership Team, the Assistant Director assists in developing departmental policies, administrative planning, and addressing departmental issues as they arise. This position is characterized as a second-level management role, working closely with the Director to achieve department-wide goals and objectives. The Assistant Director is responsible for the development, implementation, and administration of divisional and departmental programs, processes, and policies. The incumbent is expected to provide direct supervision to professional, technical, contract, and clerical staff, ensuring the quality and efficiency of services provided by the Finance Department. In the absence of the Director, the Assistant Director serves as the Acting Director of Finance, making critical decisions and providing necessary information. The role requires a strong understanding of public agency financial management, including budgeting, auditing, and reporting functions, as well as the ability to analyze complex financial issues and recommend effective solutions. The Assistant Director is also responsible for preparing and presenting reports to the City Council and other boards, ensuring transparency and accountability in financial operations.

Responsibilities

  • Assist the Finance Director in managing and directing the department.
  • Assume management responsibility for assigned services and activities of the Finance Department.
  • Manage work related to the City's financial functions including accounting, budget preparation, and implementation.
  • Assist the Director with the development and implementation of goals, objectives, policies, and priorities for assigned programs.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.
  • Plan, direct, coordinate, and review the work plan for management, supervisory, professional, and technical staff.
  • Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training.
  • Oversee and participate in the development and administration of assigned Division's and Department's annual budget.
  • Assume management responsibility for the timely and accurate preparation of City budget documents and financial reports.
  • Oversee debt issuances and debt administration and compliance with debt covenants.
  • Serve as a liaison for the Finance Department with other departments and outside agencies.
  • Prepare and present staff reports and other necessary correspondence.
  • Conduct organizational studies, investigations, and operational studies; recommend modifications to financial programs, policies, and procedures as appropriate.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Support and promote the Mission, Vision and Values Statements adopted by the City Council.

Requirements

  • A Bachelor's degree from an accredited college or university with major course work in accounting, finance, economics, business administration, public administration, or a related field.
  • A Master's Degree in any of the above fields is highly desirable.
  • Five years of increasingly responsible experience in budgeting, finance, and/or accounting, including at least three years of supervisory or management experience.
  • At least three years of experience in a municipal agency is highly desirable.
  • Possession of a valid California Class C drivers' license.
  • Certificate of Automobile Insurance for Personal Liability.

Nice-to-haves

  • Experience in governmental accounting.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Experience with financial forecasting and utility billing.
